Nation Health Insurance Declaration for Foreign Students
This declaration is according to National Health Insurance Act 09-01-01. Beginning January 1, 2013, NIU Foreign students, who have established a registered domicile for at least six months in the R.O.C., must enroll in the National Health Insurance Program. The provision of 09-01-01 referred to living in Taiwan for at least six months means staying consecutively up to six months in Taiwan, or ever abroad once a time but not exceeding 30 days and the actual residence should be up to six months without counting the period of abroad.
1. Declaration for NHI
Newly arriving Foreign Students:
(1) Newly arriving Foreign Students who have not established a registered domicile for six months and have already had medical insurance in their home countries should bring to the NIU Health Center the following documents:
a) One photocopy of your resident permit
b) a two-by-four (inch) passport-quality photo
NHI Duration and Fee
＊First (Fall) semester of the Academic Year:
March to August,
NTD 826 per month. Total: NTD 4,956.
＊Second (Spring) semester of the Academic Year: August to February.
NTD 826 per month. Total: NTD5,782.
(2) Foreign Students who have established a registered domicile for more than six months in the R.O.C. can bring the following documents to the NIU Health Center:
a) Residence Permit
b) One copy of your NHI IC Card
NHI Duration and Fee
＊First (Fall) semester of the Academic Year:
September to February,
NTD 826 per month. Total: NTD 4,956.
＊Second (Spring) semester of the Academic Year:
February to August.
NTD 826 per month. Total: NTD5,782.
2. NHI fees are calculated as part of the Foreign Students’ tuition fee. Students are expected to pay these fees by themselves at a local bank.
3. Departments need to assist their newly arriving Foreign Students to fill in the application form for NHI IC Card. Please make sure that the handwriting on the form is neat and the form is accompanied with a copy of the student’s Residency Permit. Students must also make sure the application forms are sent to NIU Health Center within one month after the beginning of a new semester. This procedure is for applying for students’ NHI IC Cards.
4. About NHI Payment:
＊ General Foreign Students:
NHI fees are calculated as part of the Foreign Students’ tuition. Students must pay the fees themselves at any bank.
＊Foreign Student who transferred from other school:
Transfer students must bring a residency permit to the NIU Health Center.
※NHI fee: NTD 826 per month. NTD 4,956 per semester.)
5. Duration of NHI:
There are two periods for NHI Duration:
※First (Fall) semester of the Academic Year:
September to February.
※Second (Spring) semester of the Academic Year:
March to August.
*Foreign students who have an approved temporary suspension of schooling or who are dropping out, please go to NIU Health Center for termination of NHI and reimbursement.
6. Medical Treatment:
For the duration of NHI coverage, students who need to visit a doctor for treatment of illnesses or accidents should bring the NHI IC Card and Residency Permit (or other ID card) to an NHI-contracted hospital or clinic.
Other Information
1. If there are any modification or mistakes about students’ information (name, date of birth, residency permit number, etc), please go to the NIU Health Center for correction of the NHI IC Card.
2. If your NHI IC Card is unserviceable or lost, please go to the Post Office or the Luodung NHI Service Center in person (a fee of NTD 200 will be charged for a new card).
3. Foreign Students who plan to leave the R.O.C. for more than six months, can apply for temporary suspension of their NHI. To do so, they need to go to the NIU Health Center to complete the application. During this suspension, students do not have to pay the NHI fee. Upon their return to the R.O.C. they must apply for NHI benefits again.
*If the trip abroad is not more than six months, the suspension will be canceled and you have to pay for NHI fee during this suspension period.
4. Foreign students who have an approved temporary suspension of schooling or who are dropping out but plan to stay in the R.O.C. for the remainder of their residency permit period must transfer their NHI accounts from NIU to local government offices. They may visit the NIU Health Center for information on this transferal process.
5. Foreign Students who return to their home countries during summer and winter vacations and those leaving the R.O.C. for a period of not more than six months must continue to pay NHI fees. If they experience illness or injury when overseas during this period and apply for medical treatment must, upon their return to the R.O.C. they must present official medical certificates and receipts to the N.H.I. If seeking treatment overseas within the period of six months, these student can apply in advance for medical expense coverage from the National Health Insurance Administration.
6. Graduating Students are allowed to pay for four months of NHI fees for the second semester of the year of their expected graduation. Students who are unable to graduate on time or are forced to delay graduation must pay another two months’ NHI fee.
7. Graduating Students should inform the NIU Health Center as to whether or not they are going to depart from the R.O.C. after graduation. If the students do not inform the NIU Health Center they may be assumed to have exited the R.O.C. and have their NHI either terminated or transferred.
